Very similar to the
ARCO 300-3010 Arc Air Slice Torch Kit
I have used these tools mostly to pierce through the center of frozen steel pins on heavy equipment causing the pin to shrink and be much easier to remove.

The slice torch will cut through almost anything steel aluminum and concrete with a minimum of 12 volts and up to 200amps for ignition and pressurized oxygen bottle for heat and blowing out the material.
